Introduction
A-CDM (Airport Collaborative Decision Making) is a process where various stakeholders involved in aircraft operations at the airport—including air traffic control agencies, airport operators, airlines, and ground handling companies—share aircraft movement and preparation time information that was previously managed separately. By sharing this information, they can predict aircraft operation times in advance, calculate/manage target times, and make quick decisions.

Goals
The goal of Incheon Airport’s A-CDM is to support all collaborating organizations in making quick decisions by using shared accurate information for predicting aircraft movements. It aims to manage the departure flow actively by preparing for the continuously increasing demand for air travel and by using the limited airport resources more efficiently.
- Improve flight predictability
- Enhance on-time performance
- Reduce unnecessary aircraft movements and ground waiting times
- Reduce fuel costs and carbon emissions
- Increase apron utility
- Optimize the allocation of workforce and resources
- Improve operational efficiency for both airport and airlines
